Additional 25% Tariff on India for Use of Russian Oil

On August 6, 2025, the White House published an Executive Order issuing an additional 25% tariff on India for the country’s “direct or indirect importation of Russian oil”.

The additional tariff will go into effect for goods entered for consumption or withdrawn from warehouse for consumption on or after 12:01 am EST on August 27, 2025. The Executive Order does allow for an in-transit exception for goods loaded onto a mother vessel prior to August 27 and entered for consumption prior to September 17, 2025. 

These additional duties will stack with the IEEPA Reciprocal duties that went into effect on August 7, 2025. India had received a country specific tariff rate of 25%. Goods subject to Section 232 duties will be exempt from this additional tariff as well as goods already exempt from the IEEPA Reciprocal tariffs.
