U.S.–China Trade Update: Tariff Reductions, Regulatory Suspensions, and Fentanyl Controls Announced in November 2025

On November 1, 2025, the White House announced a fact sheet summarizing the outcomes of recent negotiations with China.

China has made significant commitments, including halting fentanyl precursors, suspending export controls on rare earth elements and critical minerals, suspending retaliatory trade measures, and resuming agricultural purchases from the United States.

In response, the United States agreed to the following measures:

Tariff Adjustments

  • 10% reduction on IEEPA Fentanyl tariffs, effective November 10, 2025.
  • Suspension of increase of reciprocal tariffs to 34% until November 10, 2026.

Section 301 Tariff Exclusions

Certain exclusions originally set to expire November 29, 2025, have been extended through November 10, 2026.

Regulatory Suspensions

  • One-year suspension of the rule expanding end-user controls.
  • One-year suspension of actions from the Section 301 Investigation on China’s maritime and logistics sectors.

The fact sheet does not clarify details on specific tariffs impacted and whether tariff reductions will be applied based on sailing date or date of entry.  Clarification is expected in the official announcement.
