ISPM 15 Hyphen Requirement Enforcement Resumes January 1, 2026

The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS) and U.S. Customs and Border Protection (CBP) have issued reminder notices that the temporary suspension of the International Standard for Phytosanitary Measures No. 15 (ISPM 15) hyphen requirement will end on December 31, 2025.  There will be no soft enforcement period.

Effective January 1, 2026, CBP will resume enforcement this requirement. To avoid delays and penalties, shippers are advised to ensure their supply chains are fully compliant with ISPM 15 Annex 2 requirements, including the mandatory hyphen separating the two-letter country code from the producer code.

Once enforcement resumes, the following actions may apply to non-compliant shipments:

  • Cargo may be held at the port of arrival
  • Re-export may be required
  • Penalties may be assessed
